(E-SKRIPSI) EVALUASI KINERJA KEUANGAN DAN TINGKAT KESEJAHTERAAN MASYARAKAT PADA DAERAH OTONOMI BARU DI WILAYAH INDONESIA BAGIAN TIMUR PERIODE TAHUN 2011 - 2015

The objective of this research is to assess the success rate of regional autonomy in
eastern Indonesia based on financial performance and community welfare level
The type of research is qualitative. The population used for this study is all
provinces / districts / cities in eastern Indonesia, with a sample of Local
Government Financial Reports available for 2011-2015. Data analysis techniques
to measure financial performance include variables: a. Independence Ratio, b.
Effectiveness Ratio, c. Efficiency Ratio, d. Growth ratios and community welfare
variables include the Human Development Index (HDI).
Based on theoretical studies and data analysis results, it can be concluded that: 1)
The degree of independence in eastern Indonesia belongs to the category of
independence is very low with the pattern of instructive relationship with the
percentage of independence ratio is between 0-25%. 2) The level of effectiveness
of regional finances fall into the category of effective that is with percentage of
effectiveness ratio is at level >90 - 100. 3) The level of regional financial
efficiency belongs to the category of efficient enough with the percentage of
efficiency ratio at the level of> 80 - 90. 4) The level of regional financial growth
grows positively with the average growth of 45.77% and for the level of welfare of
the people of Indonesia are categorized into in a developing region with a human
development index value between 0.550 and 0.699.
